Legally, for a food to be considered “whole grain”, only 51 % of its ingredients need to be from whole grain sources.   Legally a food can be labeled “whole grain” when up to 90% of the lipids and sterols have been removed during processing.   Unprocessed wheat is nearly 10% fat (lipids and sterols) by weight.
